Constitution of the Edinboro University Equestrian Team

PREAMBLE

In accordance with the requirements set forth by Edinboro University of Pennsylvania, we, the members of the Edinboro University Equestrian Team, do hereby adopt the following constitution.

ARTICLE I: Purpose

The purpose of the Edinboro University Equestrian Team, shall be to improve the University and local community through community service projects as well as to enhance the educational and social experiences of its members. 

The Equestrian team is a club sport and is affiliated with the Intercollegiate Horse Show Association. The primary purpose of the club is to field Edinboro’s Intercollegiate Equestrian Team and to compete in intercollegiate horse show competitions. The equestrian team provides eligible students from beginning through advanced levels with the opportunity to develop their riding skills and enrich their educational experience through involvement in equestrian sports. 

ARTICLE II: Membership Requirements

Section 1. Membership is open to any student enrolled in Edinboro University, without regard to sex, race, creed, ancestry, national origin, or disability who fulfills the following requirements:

Section 2. All applicants must meet eligibility requirements as defined by the Intercollegiate Horse Show Association. Members must meet all financial obligations as set forth by this constitution. Members must abide by all rules and regulations set forth by the constitution, its amendments, and by laws. 

Section 3. In compliance with IHSA rules, an eligible person must be a full-time undergraduate student. A rider may be eligible for four (4) undergraduate years, not necessarily in succession but within a five (5) year period from the first year of IHSA competition. An individual must apply for IHSA membership on the official membership form. 

Section 4. Any individual, who has competed as an undergraduate in IHSA shows for a minimum of one semester and has graduated from a member institution, is eligible for alumni membership. Transfer students who are still undergraduates are ineligible to compete as alumni of their original college. Such persons may, however complete their eligibility for IHSA competition at the undergraduate level. Eligible persons must apply for membership on the official alumni form, have it properly signed and sent, with the membership fee to the alumni secretary. Identification cards will be issued to alumni and must present card upon request at any show. Riders without cards will not be permitted to compete and no entry fees will be refunded under these conditions. Alumni will be eligible to compete in IHSA shows for a period not to exceed four (4) years after graduation. Alumni riders are subject to the same rules and regulations of the Edinboro University Equestrian Team and IHSA. 

Section 5. Competitive tryouts will be held at the beginning of each academic year or as openings become available due to graduation, transfer, etc.  Students who desire to tryout for the team shall pay for an evaluation lesson to be conducted by the coach. The evaluation lesson fee is non-refundable. Due to safety and liability issues, all students who tryout for the team must have previous riding experience. The competitive team shall be limited to fifteen members. 

Section 6. Team members are expected to attend all inter-collegiate shows. One excused absence is permitted if approved by officers and coach. Members are required to stay for the duration of the competitions. Special approval to leave early must be approved in advance by the coach, captain and advisor. 

Section 7. Attendance Requirements: Meetings: All meetings are mandatory unless otherwise specified. Members, who cannot attend a scheduled meeting or function, must inform the captain at least 24 hours in advance. Notifications made less than 24 hours in advance must be made by phone to the captain or co-captain. 

Section 8. Team members involved in IHSA competitions are required to take weekly riding lessons with the team coach. Members shall notify the co-captain at least 24 hours in advance if you are going to miss your scheduled lesson; otherwise, you are required to attend the lesson, and will be charged regardless of your attendance. Last minute emergency cancellations must be made via telephone to both the co-captain and to the instructor. Failure to pay for a missed lesson, unless the notification is made to the designated persons, and within the specified time frame will result in suspension from team activities until the lesson fees are paid. IHSA regulations require members to attend a riding lesson the week leading up to a competition. 

Section 9. Fundraising is a very important part of providing the financial means for the team to continue to operate. All team members are expected to actively participate in fundraising events. Members who do not participate in fundraising events shall be subject to disciplinary actions and/or withheld privileges at the discretion of the team officers.

Section 10. Members shall observe all safety requirements including wearing proper riding attire and safety equipment. Required equipment/apparel for weekly riding lessons are: approved riding helmet, boots with heels, and long pants. 

Section 11. Members are required to wear proper English riding attire at all IHSA shows, including an approved show helmet, black or navy riding coat, tan riding britches and riding boots. Members may borrow equipment from other team members, but the team does not purchase safety equipment or riding attire for team members.

Section 12. Members who are not in good standing with the team will not be eligible to participate in club activities or to compete at IHSA shows.

Section 13. Competitive riding positions carry a one full semester probationary period during which time the members performance will be closely observed according to the following criteria; attendance at weekly riding lessons and IHSA competitions, attendance at meetings and other team sponsored activities, participation in fundraising activities, attitude, ability to get along with other members and a demonstrated commitment to the team. At the end of the probationary period a decision will be made by the officers and Advisor concerning the members continued involvement with the Edinboro Equestrian Team. Input will be solicited from other members and where necessary, the team coach. 

ARTICLE III: Officers

Section 1. Election of Officers: The Edinboro University Equestrian Team shall elect from the active members a captain (President), co-captain (Vice president), secretary, and treasurer. Members must be in good standing with the team to be nominated for any position. Elections are to be held at the last meeting of the spring semester. Each officer will be determined by a simple majority of the members present. 

Nominations will take place before elections – via email and telephone, as well as at the meeting. Nominating oneself for office is permitted. Members will vote by ballot. The Team Advisor and the Secretary will conduct the counting of votes. This procedure shall be followed, even if only one person is running for each office (except the actual counting of votes). If an individual does not win an office, he/she is eligible to run for a subsequent position, i.e. if someone nominated for captain does not win, he/she can run for co-captain.

Section 2: Qualifications of Officers:

  1. Must maintain a 2.1 or better cumulative grade point average. Should an executive officer drop below a 2.1, that person will undergo an evaluation with the team advisor to determine whether or not she or he should remain in office. If she or he shows improvement (discretion of the advisor), she/he will be re-evaluated by the advisor at the end of the next quarter.
  2. To become a officer you first must be one of the competition team for one semester. In the event that there is an officers position available then a member of the competitive team of one semester may run for that office.
  3. Must not be on university probation, suspension or expulsion during her/his term in office.
  4. Impeachment proceedings against any officer for neglect of his/her duties or violations of this constitution, its amendments, or by laws, may be initiated by any active member and will require a 2/3 vote of the active membership. 

Section 3. Duties of Officers:

A. The Captain (President) shall:

  1. Conduct official meetings, delegate members for organizational tasks, and supervise the operation of the organization.
  2. Handle registration of entries for IHSA competitions.
  3. Act as the liaison between the team and the University and co-hosting schools at Edinboro University sponsored horse shows with regard to both official University and riding issues.
  4. Complete all paperwork for IHSA registration of team members.

B. The Co-Captain (Vice President) shall:

  1.  Assist the President in the performance of his/her duties. 
  2. Serve as president in the event the President resigns or is unable to fulfill the obligations of the office.
  3. Handle registration of entries on show day in the absence of the captain.
  4. Schedule all practices/handle cancellations/keep track of members’ attended practices.
  5. Monitor members’ attendance at practices and communicate with the treasurer on matters pertaining payment of lesson fees.
  6. Play a governing role along with the captain in the running of the Team sponsored horseshow.
  7. Keep track of members’ points from competitions
  8. Distribute and maintain equipment and inventory records.

C. The Treasurer shall:

  1. Be responsible for the collection of dues moneys from members and maintain the team’s  financial records and coordinate all fund raising activities.
  2. Turn in all financial requests to the University for reimbursements.
  3. Maintain records of all money transfers in and out of the team’s university account.
  4. Shall make available to any team member accurate records of all moneys, receipts, assets, disbursements and debts. 
  5. Work with the University for the team-sponsored competition to cover all costs associated with the competition.

D. The Secretary shall:

  1. Record the minutes of all official meetings, coordinate the activities of the other officers.
  2. Record attendance at meetings and keep both on diskette and email the meeting  minutes  to all members. Hard copies of meeting minutes shall be provided to members upon request.
  3.  Maintain the e-mail distribution list and team roster.

 

ARTICLE IV: Meetings

Section 1. Regular Meetings: Regular business meetings will be held twice a month at a time to be decided, by the team, at the start of each semester. Meetings will be conducted in accordance with the latest edition of Robert’s Rules of Order.

Section 2. Special Meetings: Additional meetings may be called be the captain at any time, especially around the time of the team-sponsored show. These meetings are important to attend. Also, there will be special officers’ meetings that will be held briefly before each regular business meeting. These meetings are mandatory for officers to attend. 

Section 3. Passing a Motion: A simple majority of the active membership present is required to pass any item. No official business may be acted upon at any meeting in which less than 2/3 of the active membership is present.

ARTICLE V: Finances

Section 1. Membership dues of $30.00 are to be paid at or before the first scheduled meeting of each semester: Membership dues are non-refundable.

Section 2. Team members are required to pay a percentage of lesson their fees, to be determined by the officers, at the end of the previous academic year.

Section 3. Officers' lesson fees will be paid in full by the team.

Section 4. Students who desire to tryout for the team shall pay for an evaluation lesson to be conducted by the coach. The evaluation lesson fee is non-refundable. 

Section 5. Funds shall be deposited with the Edinboro University of Pennsylvania Student Government Association as required by University rules and regulations.

Section 6. In the event the Edinboro University Equestrian Team becomes inactive, the advisor will provide written notification to the SGA advisor that funds remaining in the SGA account should be donated to:_______________.
Without written notification, funds will, at the end of the following fiscal year, become property of SGA. 

ARTICLE VI: Standards of Conduct

Section 1. Edinboro University Equestrian Team and its members will not engage in or explicitly condone any act of hazing as defined by the laws of the Commonwealth of Pennsylvania and the rules and regulations of Edinboro University of Pennsylvania. 

Section 2. Edinboro University Equestrian Team and its members will not engage in or explicitly condone any personal insults or intimidation, but will respect all persons without regard to race, sex, creed, ancestry, national origin or disability. 

Section 3. Members shall maintain positive sportsmanship at meetings, shows, and any functions associated with the team. Inappropriate or illegal behaviors by team members will not be tolerated and those members shall be subject to disciplinary actions and/or withheld privileges at the discretion of the team officers.

Section 4. Any distribution and use of alcohol by the Edinboro University Equestrian Team, or its members will be in compliance with the laws of the Commonwealth of Pennsylvania and the rules and regulations of Edinboro University of Pennsylvania. 

Section 5. The Edinboro University Equestrian Team will not encourage or force the use of alcohol, will not use alcohol as the focal point of activities, and will promote alcohol awareness activities.

Section 6. Any member who fails to abide by these standards and the rules and regulations of Edinboro University of Pennsylvania is subject to disciplinary action. Such action may include, but not be limited to service projects, restrictions, or being dropped from membership. 

ARTICLE VII: Team Coach

Section 1. Number and Terms of Office:

A coach shall be hired to coach the team at IHSA competitions and to provide weekly lessons. A standing coach may retain their employment with the team for subsequent years with the approval of the team.

Section 2. Payment:

Payment for the coach will be determined by the coach's contract. Payment shall be made from the team account. This payment is subject to change due to University mandate or team decision. 

Section 3. Duties of the Team Coach:

  1. Attend all shows – assist with registration, and coach team members as they compete in IHSA competitions.
  2. Evaluate each team member’s riding abilities and assign him or her to appropriate competition classes.
  3. Shall approve team members who desire to compete prior to each IHSA show.
  4. Assist in organizing the team sponsored competition.
  5. Communicate with the team advisor. 

ARTICLE VIII: Committees

Section 1. Standing Committees: The following are standing committees of Edinboro University Equestrian Team. A team officer shall serve as chairperson of each standing committee. The Chairperson of each committee is required to report at team meetings. 

              Lesson review committee – Co-Captain
              Constitution Committee- Captain
              Show planning committee – Captain/Co-Captain
              Fundraising committee – Treasurer
              Public Relations committee- Advisor/Secretary

Section 2. Committee Membership Eligibility: Must be a member in good standing with the Edinboro University Equestrian Team. Must attend all committee meetings.

A. The show planning committee shall:

  1.  Help organize the team sponsored horse show.
  2. Come up with ideas on how to raise money, make the show fun, etc.
  3. Make sure all “jobs” are distributed amongst the team members so that everything  is covered on the day of the show.

D. The fundraising committee shall:

  1. Generate fundraising ideas/help institute them. 
  2. Develop a listing of potential sponsors and initiate contact to solicit sponsorship.
  3. Plan and organize fundraising activities.

E. The Public Relations committee shall:

  1. Be responsible for increasing on campus and general awareness through fliers, posters, media coverage, etc.
  2. Will be required to keep a scrapbook of all shows and events. 
  3. Organize social activities for club members.

Section 3. Duties of the Standing Committees:

A. The lesson review committee shall:

  1. Get feedback from members on lessons, instructor and facilities.
  2. Make suggestions to officers on how to improve lessons.
  3. Assist the co-captain and instructor in making lessons run smoothly.

B. The constitution committee shall:

  1. Review the constitution each semester
  2. Recommend amendment ideas to the rest of the team

ARTICLE IX: Amendments to the Constitution

Section 1. Amendments to the constitution may be proposed by any active member, at any meeting which there is corium and requires a 2/3 vote of the active members present for passage. New amendments will be forwarded to the University Center Information Desk within five days of passage for review and inclusion in the organizational file.

Section 2. The Captain (President) shall appoint the constitution committee and chairperson.

ARTICLE X: By-Laws

Section 1. All by-laws passed by the Edinboro University Equestrian Team, shall be recorded as bylaws. Amendment of any by-law will require a 2/3 vote of the membership present for passage. New by-laws will be forwarded to the University Center Information Desk within five days of passage for review and inclusion in the organizational file.

ARTICLE XI: Approval

Section 1. This constitution has been approved by a two-thirds vote of all presently active members of the Edinboro University Equestrian Team on ___________________
